My point exactly. We have plenty of laws, but it is the government employees themselves who tell you how to circumvent the laws and make "better" profit. In such a situation, an ordinary person is faced with a huge dilemma. He could be a model situation and report the corruption, or go with the flow and do the needful to carry on his business.
