Maybe this is one of the maintenance vehicles of the Railways. It is in touch with the controllers and goes into a siding when it gets information of an approaching train.

In olden days they used to have similar trolleys - hand pushed with the porters running on the rails

If the real train comes, the tractor driver just happily switches off the tractor ignition and then expects the train to push the tractor....saves fuel.
