as I wrote somewhere else in this forum, there's need for cross-party, across states irrigation and water crisis handling planning and implementation.
This need to be 10-15 year plan so that whichever govt comes to power have to keep investing in infrastructure. In past we have seen big schemes get stopped by new govts (oil exploration, FDA in retail, Nuclear deal, GST delay, or even small stuff like flyovers as past examples).
Many NGO's have researched on irrigation pattern and have suggested in past to move from water centric crops to other however some of these are needed by big industries and politicians are less willing to allow so. (e.g. Sugarcan in Marathwada). Less sugar will result in better price of the produce plus less of it is available for Coke/Pespi/chocolate which is not good for health anyway..
