Tax rate for manufacturing companies set up after oct 2019 at 15%... Why not for companies already existing??

Ch** bana rahe hai bas. Will I put my capital only coz tax rate is 15% when demand is low and already have 100s of competitors with unused capacity??? Jiska capacity hai uss ke liye kuch karo bhai... Should reduce it to 15% for all manufacturing companies atleast in small scale sector.
