Ok.. so it's a scheme for Delhi. Elections are round the corner :)
In Andhra Pradesh, central government giving subsidized LED Bulbs rs 10 /- It is a national scheme
each one actual cost 350 /- each house connection will get 2 bulbs, PM Modi also symbolically replaced one bulb in South Block, with an LED bulb. Replacement of all bulbs in South Block
with LED bulbs will enable savings of 7000 units of energy each month, said a government press release.

Quoting the above article. Specifics for only Delhi are given in the article, that too starting from March 1 i.e. after the elections. The new government in Delhi may have to bear the load of this scheme.

The Prime Minister on Monday called for a national energy conservation movement by kicking off a campaign called “Prakash Path“. Narendra Modi said that for starters Delhiites will be given a gift of two subsidized LED (light emitting diode) bulbs which are more expensive than CFL bulbs but last much longer and consume even less energy .

Calling for a “people's movement“ on this, Modi said conservation of energy was much easier than generation, and as a symbolic gesture replaced one bulb in his office with an LED one. Replacement of all bulbs in South Block with LEDs would apparently lead to a saving of 7,000 units every month.

Delhi will be the first city to implement the domestic efficient lighting programme, which is expected to be rolled out from March 1.Each registered consumer of power will get two LED bulbs for an initial Rs 10 each. Sub sequently , Rs 10 will be added to their electricity bill for the next 12 months, making the final cost Rs 130 for each (the actual cost of an LED varies from Rs 350 to Rs 600).
