All leaders (including Modi or Obama) use teleprompters while a giving formal speech. Only it may not be visible or apparent to the public.... However, in election rallies and such, that may not be the case - and hence the quality of the speech is quite different. BTW the speech is drafted by experts and vetted thoroughly - though the main talking points are provided to the professional speech writer. White house for sure employs a team for communication with the public/press.... And Modi being particular about it, has a team to manage his press and social media.....
