yes, but for this to happen, both govt and IT companies needs to be proactive. We all know planning of indian govt, IT companies will not do anything for free. Besides, its myth that we have 'knowledge' from working in such projects which could be utilised in other places.

simple example is, if you are working in critical banking projects (say forex or currency market related), next time there is project in Retail Banking, the resource will be allocated to it. Its sear waste of knowledge/resource.

My personal experience: Was working in One technology, requirement came in Another, HR asked me to modify my CV for customer to replace Tech One to Tech Two and voila I was assigned to new project.
regarding infrastructure development, i think India has many shortcomings to be sorted out being a developing country. One example is need of high speed internet reach in rural parts. spacex launched starlink to give internet directly from nano satellite, but we still require to place wires for broadband in many places. how rural India and basic pillars of our economy could effectively use technology is another; numerous options could be there, i'm just thinking.. also we may need a nationwide surveillance system to protect our citizen and avoid/monitor mass movements like riots etc. If you ask a tech savvy teen, he would give more options from his fantasy and scifi thoughts... :)

BSNL has largest network of optical fibre. rest all companies combined together could come near to its 8 lakh km

It was misused by current govt policy by NOT providing any 4G license, result in customer losses to JIO. Now govt/cabinet has approved sell of BSNL assets. All this year public money was spent on building optical fibre network and now will be sold cheaply to private operators (actually two candidates JIO and Airtel). The essence is, infra spending done by govt is not for benefit of common people. But I agree that broadband speed is so slow in India, 3G speed is sold as 4G. Actual 4G, you should be getting 40-50 mpbs download! and 3G should be avg 4-8 mbps.

I'm against surveillance system. Its easy to be misused by govt/corrupt politicians (state or centre, doesn't matter). But Safety system should be in place. Example traffic cameras reading number plates and issuing fines in back office. Thus reducing bribe. This works in all developed world so could be replicated easily.

actually i don't think the money spent in vain, it'd still be used by the common man.. from a point of view of development of whole economy, it's the private parties who play the big part..

and if we had AI based surveillance system, connected to our camera to report mass movements, we could have timely averted riots recently. it would be better if we could avoid a bad thing before it happen. AI has infinite possibilities..

Edit: to add, we are not yet self reliant exactly. many of the basic components and constituents for many products we import. What if we make them here as part of make in India campaign. this would give numerous jobs to mid-to-lower middle class i think. If people/corporate arent willing to start, then govt should take initiative and invite/recruit people for the revival and strengthening of economy. Some would say it's not the business of govt to do business... If govt can takeover bad companies, then why couldn't govt do business? We have plenty of qualified great human resources in civil services wanting to support the nation...

currently trading at 45 PE and 18 times book value

Post-Covid, it might struggle if people change their habit of eating out (39% profit comes from catering)
