You mean if a dacoit or a scamster, deposits his looted money in a bank, then police should book Chairman, MD and all higher officials for the negligence.

The thing is, some wrongdoing/crime has happened. The police action is basically in response to an FIR. Let the law take its own course. No one can contest that if there has been some crime, then someone should be punished for it. I guess deeper investigation is taking place as we are discussing this.
