If there is ihs, breakout above that will be an entry or should wait for a minor pivot to be formed above neckline and then go for long entry above that minor pvt, please explain about volume supported for this ihs formation.

The most important moment for volume occurs on the advance from the low of the right shoulder. For a breakout to be considered valid, there needs to be an expansion of volume on the advance and during the breakout.
