Never heard of this term using in trading context.
I was trying to search for a term for my visual strategy levels, but actual term was not in my mind, second one was quite long with difficult spelling, so coined it as Congestion Point/Zone and it also fits into my strategy result. :D

What is your definition of congestion point

So you want to go into technicality of my visual strategy. :D

Bhai, my this visual strategy has no sir aur paer (head or feet), but works most of the time, sooner or later. If met sooner, I will win, no doubt about it and if later then doubtful, I may win or I may loose, depending on time balance of the trade.

As far as definition of congestion point is concerned, it has no relevance as it is a coined term and hence no definition or I dont know how to define it or explain it.

But it is a point, where a scrip (whose CP is being discussed) has to reach there, touch it there, whatever you may call it (may be around there, short of few points OR may go beyond that point as well, later on), something like magnetic attraction, unless it moves far on the opposite side, like magnetic repulsion. (but still that CP does not loose its importance, for future moves)
