As far as I know, a resting bar should open with a gap down(however small) below the low of the previous bar(lower wick), and close atleast above 50% of the WRB. Then only I consider it as a resting bar. The 12.00 pm bar can be considered as an inside bar, and not a resting bar.
Edit: for eg. if the low of previous bar is 3000, the resting bar should open atleast below 2999.
need to clear one imp doubt..
which is correct to be called as a resting bar :
1)should the bar size be 50% or more than the wrb or
2) the bar level should cross the 50 % level of wrb...
pls have a look at 12.00 clock hrly bar...and give yr comments...
